CEMA prepared together with various European industry associations (CECE, EGMF, EuropGen, EUnited Municipal Equipment EUROMOT and FEM) a new market surveillance guidance document focusing on engine emission legislation for non-road mobile machinery as set in Regulation 2016/1628. The aim of the document is to provide guidance to authorities when carrying out market surveillance activities. The industry associations encourage authorities to make use of this guide. It describes in simple terms which engines for non-road mobile machinery may be placed on the market and how to identify these engines and the machines where these engines are fitted. The document explains the situation for both the general cases as well as the exemptions from the legislation.

Even though many requirements specified in the guide are similar as for tractors, there are also differences. Therefore, it is not recommended to use the document for market surveillance activities with respect to tractors.
